For rating new buildings, if there are opening(s) on the external walls (excluding windows, doors and louvres), the Insect Screens on the Element|External Wall window should be automatically checked and greyed. However this does not happen for some cases.
The work around is to change the Dwelling Type in the Project page to Renovated, then Apply, and then back to New (Apply). This will fix the issue. This bug only affects ratings if there are opening(s) (other than windows, doors and louvres).
