Certificate amendments without additional fees.

If a re-assessment is required due to amendments to the design, there will not be an additional fee based on no changes to the project name or address and less than 12 months have lapsed.  If more than 12 months has lapsed, the  re-assessment will be treated as a new project and a new certificate fee will be charged.
